app submission

Hi,
I couldn't complete the app on time, almost 75% of the app has been done and functional and this is a web app.Is it okay to submit the app or judges are expecting completed app with all features and working and no bug/defects? please note within 3 months conceptualizing, developing and fine polishing an unique app really takes some huge effort. Please suggest.

  Thanks for your question! In regard to the functionality requirement of submitted apps, the rules state that:

  "(ii) Functionality: The Application must be capable of being successfully installed and running consistently on the platform for which it is intended, and must function as depicted in the video and/or expressed in the text description."
